Sir.

At the request of H.E. The Governor I have

gone into the question of insuring the three launches at

present used for Anti-piracy work in the Canton Delta and enclose a quotation at 2% p.a.

I have not telegraphed to London as I am advised that the people there take rather an absurd view of the dangers nowadays in this part of the world, and it is expected that rates quoted judging from recent

experience would be high. But I can do so if desired.

I think the rate can be taken as very

reasonable as we have consulted another local company and they consider it is too low.
